Butuan City – Mayor Librado C. Navarro of Bislig City, Surigao del Sur, supported the National Household Targeting System for Poverty Reduction (NHTSPR) during the 76th Caraga Regional Development Council (RDC) regular quarterly meeting on October 4, 2013 held in this city.
As the chairperson of the Social Development Committee (SDC), Mayor Navarro endorsed the NHTSPR database of the poor to be used by all LGUs as basis for providing social protection programs to the people.
Earlier, Assistant Regional Director for Administration and Deputy Regional Project Manager of NHTSPR, Nerisa T. Murih, and the Planning Officer Jean Paul Parajes of the Department of Social Welfare and Development (DSWD) attended the SDC meeting in Bislig City.
Ms. Murih presented during the meeting the resolution enjoining all LGUs to submit and adopt the NHTSPR as a delivery mechanism to address poverty through the utilization of NHTSPR database in the formulation and design of local programs, projects, planning and other purposes. DSWD Caraga also sought the endorsement of the committee to RDC.
“Although the Executive Order 867 series of 2010 only mandated National Line Agencies to utilize NHTSPR identified poor households in the identification of potential beneficiaries for their pro-poor programs, yet, not all national government programs were able to serve all poor households,” she emphasized.
“Out of the 232,301 identified poor households in the 2009 NHTSPR household assessment, there are still 52,890 poor households in Caraga that are not yet served as far as DSWD programs are concerned,” she added.
The NHTSPR is an information management system that identifies who and where the poor are nationwide. The system makes available to national government agencies and other social protection stakeholders a database of poor households as reference in identifying potential beneficiaries of social protection programs and services.
