The Department of Social Welfare and Development (DSWD) Field Office Caraga, through its Regional Social Pension Unit, conducted a Fiduciary Orientation on July 3–4, 2025, at Almont City Hotel, Butuan City.

The activity was participated in by representatives from respective Treasurers’ Offices and focal persons of Agusan del Sur and Agusan del Norte, completing the last cluster for the region.

The orientation aimed to provide comprehensive guidance on the fiduciary policies governing the fund transfer (ToF) modality for the distribution of social pension stipends. It focused on clarifying the fiduciary roles and responsibilities of key partners, particularly LGUs, in managing and disbursing funds intended for indigent senior citizens.

Topics discussed included the legal framework, documentary requirements, workflow processes, and accountability mechanisms integral to the fund transfer scheme. To reinforce learning, simulation exercises and case scenarios were conducted, emphasizing the preparation of disbursement vouchers and liquidation reports.

Participants were also given the opportunity to raise implementation concerns and seek real-time technical assistance from the DSWD Regional Social Pension Team.

The activity served as a platform to standardize procedures, enhance inter-office collaboration, and strengthen the fiduciary capacity of LGUs. By ensuring proper fund management and adherence to guidelines, DSWD Caraga aims to bolster the delivery of timely and transparent social pension assistance across the region.

DSWD Caraga expressed its gratitude to all participating LGUs for their active engagement and continued commitment to protecting the welfare of senior citizens.
