The Department of Social Welfare and Development (DSWD) Field Office Caraga amplified the call for innovation and inclusion as it officially launched the 47th National Disability Rights Week (NDRW) on July 17, 2025, via a virtual kick-off ceremony. This year’s theme, “Innovation for Inclusion: Building Inclusive Communities Together,” sets the tone for a more proactive and transformative approach to disability rights in the region.
DSWD Caraga Regional Director Mari-Flor Dollaga underscored the urgency of making inclusion a reality, stressing that “Inclusion is not optional, it is a fundamental human right.” She urged partner agencies and stakeholders to translate the nation’s inclusive laws, such as the Magna Carta for Disabled Persons (RA 7277) and the Accessibility Law (BP 344), into fully realized programs that empower persons with disabilities (PWDs).
National Council on Disabilty Affairs (NCDA) Executive Director Glenda Relova echoed this advocacy, emphasizing that the real barrier is not disability itself, but the environment that perpetuates exclusion. “Disability is not the problem, the real challenge is the environment that disables the person. Sabay-sabay natin baguhin ang kapaligiran. Gawin itong ligtas, maunlad, at may malasakit para sa lahat,” she said. She further noted that while much progress has been made, “Mahaba na ang nilakbay natin, ngunit totoo rin na mahaba pa ang lalakbayin natin.”
The event also featured NCDA Regional Programs Coordinator Atty. Walter Jason Alava, who provided updates on the national government’s efforts to advance the disability agenda. DSWD Caraga’s PWD Focal Person Michael Angelo Ado likewise presented the region’s line-up of activities for the week-long observance.
Capping the event, Assistant Regional Director for Operations Jean Paul Parajes reinforced the agency’s call for collective action: “Together, let us reaffirm our commitment to building inclusive communities where every person, regardless of ability, can thrive with dignity and purpose.”
DSWD Caraga reaffirmed its pledge to deepen public understanding of the PWD sector, break prevailing stereotypes, and help cultivate a Bagong Pilipinas where diversity is embraced, rights are upheld, and no one is left behind.
