To ensure the proper implementation of Republic Act No. 11861 or the Expanded Solo Parents Welfare Act, the Department of Social Welfare and Development (DSWD) Field Office Caraga has conducted a series of Spot-Check Monitoring visits across local government units (LGUs) in the region.
On May 16, 2025, the monitoring team visited Tandag City and the Municipality of San Miguel in Surigao del Sur. The visits focused on evaluating the LGUs’ compliance with the provisions of R.A. 11861, particularly the issuance of Solo Parent IDs, the availability of services, and the presence of designated Solo Parent Focal Persons.
Continuing the initiative, additional monitoring activities were held in the Municipalities of Barobo and Tagbina, Surigao del Sur, on June 5, 2025. The team conducted on-site evaluations and discussions with local implementers to identify best practices and areas that require improvement.
Most recently, from July 31 to August 1, 2025, the monitoring was extended to the Province of Dinagat Islands, covering the Municipalities of Dinagat, Cagdianao, and Basilisa. The two-day assessment helped determine the progress and challenges faced by these LGUs in operationalizing the law at the grassroots level.
These monitoring efforts reflect DSWD’s commitment to supporting LGUs in bridging implementation gaps and ensuring that solo parents across the region receive the benefits and services they rightfully deserve.
