The Department of Social Welfare and Development (DSWD) Field Office Caraga, through its Pag-abot Program, conducted Joint Reach-out Operations in Cabadbaran City on September 4, 2025, and in Surigao City on September 23–25, in partnership with the local governments of the said cities.
The operations reached children and youth found loitering or begging, as well as elderly persons and other individuals either living or temporarily staying on the streets. They underwent careful assessment to determine appropriate interventions, such as provision of livelihood support or assistance in reintegration into their communities or provinces.
The initiative also sought to reduce poverty and the risks of street life by extending protection, livelihood opportunities, and support for safe reintegration with their families and communities.
The Pag-abot Program is an expanded initiative of the DSWD that provides holistic interventions and renewed hope for individuals in street situations. It aims to support their community or provincial reintegration and deliver sustainable livelihood assistance to help prevent their return to street life and strengthen their path toward a more stable way of living.
