The Department of Social Welfare and Development (DSWD) Field Office Caraga, through the Pantawid Pamilyang Pilipino Program (4Ps), carried out two complementary partner-engagement activities to strengthen coordination, improve program implementation, and ensure that benefits reach the rightful households across the region.

A Provincial Consultation Dialogue with Partners and Stakeholders was held on October 22, 2025 at the Provincial Learning Center in Patin-ay, Prosperidad, Agusan del Sur. Spearheaded by 4Ps Agusan Del Sur Provincial Operations Office (POO), the dialogue aimed to deepen partners’ understanding of program objectives, processes, and shared responsibilities; address issues of non-compliance; and sharpen joint strategies to improve responsiveness and accountability in service delivery.

Representatives from various partner agencies and organizations shared insights, discussed implementation challenges, and reaffirmed commitments to align strategies so program benefits are delivered on time and to the intended beneficiaries.

An important outcome of the dialogue was the alignment between the Department of Education (DepEd) and the Provincial Department of Health Office (PDOHO) on the need to strengthen coordination in deworming school children beneficiaries. Both agencies agreed to align efforts and establish clearer communication channels, with the Social Welfare Assistants (SWAs) of 4Ps serving as the link between the two offices. This shared understanding aims to ensure the smooth implementation and consistent monitoring of the deworming activities across schools.

Two days earlier, on October 20, 2025, the 4Ps City Operations Office (COO) in Surigao City convened a Program Orientation and Updating at the City Cultural Center. The orientation gathered 107 stakeholders — 42 from health and 65 from education — including 4Ps coordinators, school heads, nurses, and midwives representing all 54 barangays of the city.

Presentations by City Links Tina Marie Rendon and Peale Hariette Patrocenio provided program updates, while technical briefings covered core 4Ps systems, including the Beneficiary Data Management System, the Compliance Verification System and the Grievance Redress System An open forum allowed participants to share good practices and practical strategies for enhancing program delivery at the community level.
Although held in different locations, both events shared the same purpose: to strengthen partnerships, align targets and support mechanisms, and improve coordination among implementing stakeholders. In Surigao City the discussions highlighted specific needs in nutrition, healthcare, education, and family capacity-building interventions for 4Ps households; in Prosperidad the focus included addressing non-compliance and reinforcing collective accountability across partner agencies.

4Ps Caraga maintains that sustained collaboration with local partners is essential to empowering poor and vulnerable families toward long-term self-sufficiency. Both the provincial dialogue and the city orientation concluded with renewed commitments from stakeholders to work together — ensuring that every child remains healthy and educated, families receive timely assistance, and services contribute to lasting improvement in community well-being.

Republic Act No. 11310 or the 4Ps Act, which was launched in 2008 and formally institutionalized in 2019, serves as the country’s primary poverty alleviation strategy and human capital investment initiative. It grants conditional cash assistance to qualified poor households for up to seven (7) years, aiming to enhance their health, nutrition, and education.
