The Department of Social Welfare and Development (DSWD) Field Office Caraga facilitated the National Program Review and Evaluation Workshop (PREW) on the Strategic Helpdesks for Information, Education, Livelihood, and other Developmental Interventions (SHIELD) Program Against Child Labor from September 23 to 26, 2025, at Kawa Resort, General Luna, Surigao del Norte.


The workshop gathered 16 SHIELD focal persons and division chiefs from across the country to assess the national implementation of the program.
Participants reviewed accomplishments and challenges, mapped out strategies, and identified ways to strengthen interventions against child labor.
Discussions also led to the drafting of a proposed Results Framework to align SHIELD objectives with DSWD’s strategic functions and guide policy and program enhancements.
The activity further provided a venue for sharing good practices, lessons learned, and experiences, which fostered a shared understanding of the program’s direction and reinforced commitment to improving service delivery.
At the national level, SHIELD has already served 1,318 children and families as of August 31, 2025, representing 82 percent of the annual target of 1,600 beneficiaries.
A total of 31 local government units nationwide have replicated the program, achieving 97 percent of the national target of 32 LGUs.
In addition, 105 LGUs have been provided with technical assistance, which accounts for 82 percent of the 128-LGU target.
These achievements reflect substantial gains in the national implementation of SHIELD and highlight the growing support of local government partners.
With stronger policy direction and collaboration forged through the PREW, SHIELD is poised to advance its mission of reducing and ultimately eliminating child labor in the Philippines.
