The Department of Social Welfare and Development (DSWD) recognized the Local Government Unit (LGU) of San Luis, Agusan del Sur as an outstanding implementer of the Social Pension for Indigent Senior Citizens (SocPen) Program during the National Program Implementation Review (PIR) and SOCPEN Parangal 2025 held on October 16, 2025, in Puerto Princesa City, Palawan.
The recognition marks the first-ever SOCPEN Parangal, which honors LGUs nationwide that exemplify excellence and innovation in implementing the Social Pension Program. The selection process was based on multiple criteria, including the enactment of supportive LGU resolutions, effective conduct of payouts from the Special Disbursing Officer (SDO) system to LGU-managed fund transfers, prompt and accurate liquidation of funds, and coordination with partner agencies such as the PNP, BFP, DOH, AFP, and barangay officials during payout activities.
San Luis was cited as a steadfast DSWD partner in ensuring that indigent senior citizens continue to receive their monthly pensions promptly and with dignity. On behalf of Mayor Ronaldo Corvera, the award was received by Municipal Social Welfare and Development Officer Mary Anthony Rullon, RSW, LGU Senior Citizen Focal Person Mary Jane Martizano, and OSCA Head Gloria Masayon.
Meanwhile, DSWD Field Office Caraga, which serves more than 184,000 senior citizens across the region under the SOCPEN Program, also received recognition for its unwavering commitment and exemplary performance in ensuring effective and efficient program implementation.
Regional Director Mari-Flor A. Dollaga, who received the award, emphasized that this milestone reflects the strong and efficient partnership between DSWD Field Office Caraga and its partner LGUs, whose collaboration ensures that no senior citizen is left behind in accessing social protection.
Through this recognition, the Department reaffirms its commitment to uphold the rights, dignity, and well-being of indigent senior citizens through responsive and data-driven program delivery.
