San Luis, Agusan del Sur – The Provincial Advisory Committee (PAC) and the Municipal Convergence Advisory Committee (MCAC), together with program stakeholders, conducted a two-day initiative dubbed “Paghihibayak 2025”, aimed at addressing low compliance among 4Ps beneficiaries in health, education, and Family Development Sessions (FDS).
The activity, spearheaded by the Provincial Government of Agusan del Sur through the Provincial Advisory Committee/Provincial Grievance Committee (PAC/PGC), represented by PSWDO Razel Montemor. Attended also by the MSWDO Mary Anthony Rullon, RPMO’s representative, Rey Gomez, and the Provincial Operations Office, led by Provincial Link Sha Honey Petilo.
Ground visits were conducted in various barangays of San Luis. These included a health facility assessment and FGD with Parent Leaders, an engagement with non-compliant high school grantees, FDS monitoring and discussions with non-compliant beneficiaries, cash card spot-checking, and monitoring of livelihood and social service interventions. The activities allowed stakeholders to validate compliance issues directly from the field.
During the presentation of findings and recommendations. Vice Mayor Hon. Ely Yecyec, in his message, underscored the importance of convergence in delivering services and improving community well-being. “Dako kini nga oportunidad aron makita ang mga serbisyo, programa, ug kalihokan nga gahatag og kaayohan sa atong pamilya ug komunidad. Hinaot nga kining duha ka adlaw nga pagbisita mahimong malinawon, mabungahon, ug puno sa pagtambayayong alang sa kaayohan sa mga benepisyaryo sa San Luis.”

The Local Government Units (LGUs) and partner agencies responded to concerns and expressed their commitment to address the issues raised.
The initiative concluded with the recognition of participating agencies and stakeholders for their contributions. “Paghihibayak 2025” reinforced program monitoring, strengthened coordination among stakeholders, and sought to improve service delivery and compliance under the 4Ps program in San Luis.
Republic Act No. 11310 or the 4Ps Act, which was launched in 2008 and formally institutionalized in 2019, serves as the country’s primary poverty alleviation strategy and human capital investment initiative. It grants conditional cash assistance to qualified poor households for up to seven (7) years, aiming to enhance their health, nutrition, and education.
