The Department of Social Welfare and Development (DSWD) Field Office Caraga, together with the Provincial Government of Surigao del Norte, led by Governor Robert Lyndon Barbers, in partnership with the Municipal Government of San Francisco under Mayor Val Pinat, conducted a Joint Provincial Advisory Committee (PAC) and Municipal Convergence Advisory Committee (MCAC) Field Visit to assess the implementation of the Pantawid Pamilyang Pilipino Program (4Ps) in the municipality.

A total of 22 partner agencies, 11 from the provincial level and 11 from the municipal level, participated in the activity. The team visited various facilities, community activities, and partner associations, including education and health service points, Family Development Session (FDS) implementations, indigenous peoples’ livelihood groups, Sustainable Livelihood Program (SLP) associations, and areas undergoing Gender and Development (GAD) mapping.

The field visit aimed to validate on-ground program operations, gather stakeholder feedback, document best practices, and reinforce coordination among implementing partners. It also provided an opportunity to extend on-site technical support and policy guidance to enhance the effectiveness of local program delivery.

Mayor Pinat expressed gratitude for the selection of San Francisco as the venue for the joint visit and welcomed recommendations from partner agencies to further strengthen collaboration for the benefit of his constituents.

The activity concluded with a renewed commitment from all partner agencies to sustain interagency cooperation and uphold the goals of the 4Ps, reaffirming their shared mission to advance community development and improve the well-being of beneficiary families.

The 4Ps, or Pantawid Pamilyang Pilipino Program, is the Philippine government’s poverty reduction strategy, providing conditional cash transfers to improve health, nutrition, and education. The Provincial Advisory Council (PAC) oversees provincial implementation and supports LGUs with supply gaps and logistics, while the Municipal Convergence Advisory Committee (MCAC) ensures local coordination between LGUs and stakeholders.
