The Department of Social Welfare and Development (DSWD) Field Office Caraga gathered local social welfare and development officers (LSWDOs) from across the Caraga Region for the Social Welfare and Development (SWD) Year-End Forum 2025 cum Knowledge Fair 13.0, held on November 19, 2025 at the Pavilion, Watergate, Butuan City.
Anchored on the theme “Advancing Inclusive Social Welfare through Knowledge Sharing and Collective Action,” the forum sought to strengthen information exchange, consultation, and coordination among key stakeholders of SWD programs.
One of the highlights of the activity was the presentation of the Integrated Disaster Shelter Assistance Program (IDSAP) by Officer-in-Charge Regional Director of Department of Human Settlements and Urban Development (DHSUD) Paris Raymond Gaballo alongside with Project Development Officer II (PDO II) Joseph Care Cabaltera.
Other key discussions included presentations on Gender-Responsive Case Management, the Social Protection and Development Report (SPDR), the Home for Girls – Hub for Efficient Administration and Logging System, Updates on SWD Laws for Strengthening Policy Foundations for Inclusive Social Protection, and the discussion on Progress Tracking and Support Strengthening through the Consolidated TA Plan and Status of Actions Taken.
Assistant Regional Director for Operations (ARDO) Jean Paul S. Parajes underscored the importance of shared knowledge and collective efforts in advancing social welfare and development services across the Caraga Region.

The event concluded with a plenary session where participants raised questions and clarifications, fostering productive dialogue among stakeholders.
The forum was spearheaded by the Policy and Plans Division through its Technical Assistance and Other Related Support Services (TAORSS), in coordination with the Regional Management Development Committee (RMDC), partner agencies, LGUs, and NGOs, providing a platform to strengthen collective action toward genuine and inclusive social welfare and development.
