The Department of Social Welfare and Development (DSWD) Field Office Caraga, through the Pantawid Pamilyang Pilipino Program (4Ps), initiated exploratory discussions for a potential partnership with Palawan Pawnshop Insurance Agency to expand financial protection options for 4Ps beneficiaries.

The meeting was held on February 5, 2026 at the 4Ps Regional Program Management Office in Butuan City. The dialogue focused on the possible provision of specialized insurance products designed to help strengthen the safety nets of 4Ps households and improve their capacity to manage unforeseen risks and economic shocks.

Discussions centered on aligning proposed insurance plans and services with the objectives, safeguards, and welfare considerations of the 4Ps program. Ms. Melanie Arriola, Key Accounts Specialist of the Palawan Group of Companies, presented the company’s proposed insurance products and outlined potential modes of implementation that could be made accessible to 4Ps beneficiaries across the region.


Ms. Crislea Celeste, 4Ps Division Chief, welcomed the initiative and acknowledged the value of engaging the private sector in discussions that could enhance the financial resilience of program beneficiaries. She emphasized the importance of ensuring that any partnership remains responsive to the needs and protection of 4Ps households.

The initial dialogue reflects DSWD Field Office Caraga’s continuing efforts to explore innovative and inclusive approaches to social protection. Further coordination will focus on technical assessments and policy considerations to determine the feasibility of the proposed partnership, with the shared goal of ensuring that no family is left behind in times of crisis.
