In celebration of the National Women’s Month, the Department of Social Welfare and Development (DSWD) Field Office Caraga through the Pantawid Pamilyang Pilipino Program (4Ps) joined in the launching of North Eastern Mindanao State University (NEMSU)–Lianga Campus’ Empower All: Advancing Gender Equality for Livelihood Economy (Project EAGLE), at the university Conference Hall, Lianga, Surigao del Sur.

The Project EAGLE aims to equip women with the knowledge and skills they need to manage their livelihoods, emphasizing crucial part women play in the economic development of their families and communities. It also encourages participants to engage in income-generating activities that enhance their household financial inclusion.


A total of 20 participants, comprising 4Ps beneficiaries and also participants of the Sustainable Livelihood Program (SLP), underwent combined training-lectures on gender equality and economic rights with technical workshops. The sessions provided practical insights into boosting economic productivity and strengthening association involvement, while serving as a collaborative platform for beneficiaries to exchange experiences and address project challenges to ensure long-term sustainability.

In her lecture on “Gender Equality and Economic Livelihood,” Ms. Liaflora Orcullo, Associate Professor I of NEMSU-Lianga, emphasized that ensuring equal opportunities for all genders—including the LGBTQ+ community—is a direct driver of income growth and productivity. She anchored her discussion on the 1987 Philippine Constitution and the Magna Carta of Women (RA 9710), noting that these legal frameworks are essential for eliminating discrimination and fostering inclusive economic development within the community.

“Isip usa ka treasurer sa among association, nakatabang gyud ug dako kini nga klase nga training kay nadugangan akong kaalam unsaon pag-budget sa kwarta. Dapat dili gyud more on expenses.” said Mrs. Shirley Obenita, an association treasurer and one of the program participants.

Meanwhile, Ms. Arcelle Salinas, President of the Tindog Ban-as SLP Association, also expressed her appreciation for the training, “Tungod sa training, mas nasabtan nako nga importante gyud kaayo ang teamwork ug panagsinabtanay para molambo among association ug malikayan ang pagka-bankrupt niini.” Ms. Salinas said.

By strengthening the capacities of women beneficiaries, the initiative supports the long-term sustainability of their livelihood association and contributes to the overall well-being of their families and communities.
