The Department of Social Welfare and Development (DSWD) and the Department of the Interior and Local Government (DILG) led the Consultation Workshop on Convergence Actions in Support of the Implementation of the DILG–DSWD Joint Memorandum Circular No. 2022-001 on March 11-13, 2026 at Crowned Plaza Manila Galleria.
The activity was attended by representatives from DILG Regional Offices, Provincial Social Welfare and Development Offices, and partner institutions to further strengthen coordination in the implementation of the Pantawid Pamilyang Pilipino Program (4Ps).
The consultation focused on strengthening and clarifying the collaboration among DSWD, DILG, and Local Government Units (LGUs) at all levels to ensure the continuous delivery of social services to families in need. Participants stressed that the success of 4Ps should not only be assessed during the time beneficiaries receive assistance, but also by how well their progress is sustained after they graduate from the program.

Discussions also emphasized the value of adopting a whole-of-nation and whole-of-society approach in implementing social protection programs. This perspective recognizes that every sector, including the national government, LGUs, development partners, and communities, has an important role in helping achieve the program’s goals.
The consultation further highlighted that effective LGU support for 4Ps families relies on strong, functional, and well-established local governance systems and mechanisms. With improved coordination, convergence of services, and active participation from various sectors, local governments can enhance their capacity to provide continued support to families as they transition out of the program.
As part of the activity, Ms. Alfie Semonette Pabillore, the Assistant Provincial Social Welfare & Development Officer (PSWDO) of Agusan del Norte was identified to share the PLGU’s good practices and initiatives in their full support to the 4Ps implementation in the province; among them are Provincial Katumanan 2025, Pasidungog, and others.
She highlighted that in 2025, the Province of Agusan del Norte allocated a total amount of PhP 549,000.00 to support the implementation of Gender and Development (GAD) programs and activities of the 4Ps Provincial Operations Office in Agusan del Norte. A total of 1.4 Million is also allocated for the Provincial Operations Office renovation.
The activity served as a platform for developing concrete actions and recommendations that will strengthen collaboration between the national and local governments—toward a more robust implementation of the 4Ps and the continued progress of Filipino families.
