The Department of Social Welfare and Development (DSWD) Field Office Caraga, led by Regional Director Mari-Flor Dollaga, welcomed the Regional and Provincial FR Federation Presidents and Officers in a courtesy call, together with representatives from the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), Peace and Development Buong Bansa Mapayapa, and the Provincial Local Government Unit of Agusan del Norte to discuss the implementation of the PAMANA LGU-led program in the Caraga Region.This group is composed of Friends Rescued (FRs) who were formerly affiliated with armed groups but have since returned to the government and are now rebuilding their lives through productive community participation.
The meeting today, April 29, 2026, served as a platform for DSWD to address the concerns of the federation and provide technical assistance, particularly as preparations are underway for the upcoming release of grant assistance under the PAMANA program. Key discussions highlighted the necessary requirements and compliance measures to ensure smooth and timely project implementation.
The FR Federation expressed full support for the program and extended its gratitude to DSWD for recognizing their needs and delivering assistance that will help uplift their communities and livelihoods.
Meanwhile, the Provincial Government of Agusan del Norte affirmed its commitment to provide support and counterpart efforts to help fast-track program implementation.
Through this collaborative effort, DSWD, together with national government agencies, local government units, and people’s organizations, reinforces its commitment to peacebuilding, inclusive development, and sustainable opportunities for Caraganons.
