Strong downpour could not stop the celebratory atmosphere in Barangay Hinapoyan, Carmen, Surigao del Sur during the Blessing and Turnover Ceremony of the Triple Barrel Box Culvert community sub-project completed through the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS).
