In the hope of strengthening the coordination between and among key intermediaries along disaster response, the Department of Social Welfare and Development (DSWD) Field Office Caraga is conducting this year’s 4-day hybrid Regional Disaster Response Management Conference (RDRMC) on November 23-26, 2021 at the Almont Inland Hotel, Butuan City.

Facilitated by the Disaster Response Management Division (DRMD), the conference is participated by the Local Social Welfare Development Officers (LSWDOs), Municipal/City Accountants, and Local Disaster Risk Reduction and Management Officers in the region. To secure the observance of the minimum health protocols the conference is realized in 2 batches; November 23-24 for the Agusan del Sur (ADS), and Surigao del Sur (SDS), November 25-26 for the participants from Agusan del Norte (AND), Surigao del Norte (SDN), and Province of Dinagat Islands (PDI).

Part of the primary objectives of the said conference is to discuss and review the Memorandum Circular (MC) no. 4 series of 2021 (Enhanced Guidelines on the Implementation of the Cash & Food-for-Work Training and Caring for Disaster Risk Reduction and Management), MC no. 11 series of 2021 (Guidance on the Provision of Family Food Packs [FFPs] in Support to Affected Families due to the Declaration of Granular Lockdown), Republic Act (RA) 10821 (Children’s Emergency Relief Protection Act), and Administrative Order No. 2 series of 2021 (Omnibus Guidelines on Food and Non-Food Items and Logistics Management for Disaster Response Operations).

Furthermore, in to reiterate the legal basis for disaster response operations, Ms. Melanie G. Juan, Division Chief, in her presentation, amplified the importance of revisiting these guidelines on all response operations. The importance of both Children and Women Friendly Spaces are also integrated in the discussion. An open forum closed each discussion/topic to consolidate pertinent information on the topics.

DSWD Undersecretary Felicisimo Budiongan was present, and served as keynote speaker. The Undersevretary extended his delight to be part of the annual event despite the heavy rains. Having the forthcoming devolution of programs in sight, he encouraged the Local Social Welfare Development Officers (LSWDOs) and other LGU representatives to continue pushing the endeavors with propensities to social welfare development.

Let’s continue in giving them the service that is proactive, benevolent, and with a heart) Budiongan shared.
