Assistant Regional Director for Operations Jean Paul S. Parajes, clarified the concerns raised by the participants in relation to the ESA implementation.

In preparation for this year’s implementation of the Emergency Shelter Assistance (ESA) for the Odette-affected households with totally damaged houses, the Department of Social Welfare and Development (DSWD) Field Office Caraga holds a 2-day ESA Orientation and Workshop, on October 4-5, 2022, for the Local Social Welfare and Development Offices (LSWDO), Local Disaster Risk Reduction Management Offices (LDRRMO), and National Government Agency (NGAs) representatives.

Primarily, the orientation-workshop provides an avenue for the participants to grasp the program’s implementation process and phases.

 

Ma. Theresa I. Bas from the Disaster Response Management Bureau (DRMB) of the Central Office, discussed the activity’s orientation course objective for the implementation of ESA.

Also, the participants were given immediate response on their issues and concerns, one of which is the concern of the possible response for those families with partially damaged houses.

 

“We have seen and heard such concerns, however, based on the implementing guidelines we have to adhere, as of now totally damaged houses are being prioritized by the ESA Program. At any point, there will always be issues to emerge, still we do not stop serving. We will only do our best,” Assistant Regional Director for Operations Jean Paul S. Parajes, underscored.

 

Meanwhile, workshop on the crafting of the project proposal and other requirements was done on the second day. Outputs presented served as their guide on crafting ESA project proposal for their constituents whose houses were totally damaged during Typhoon Odette. Immediate technical assistance of the outputs from the facilitators were provided right after the presentations.

“Inform us when you’re ready with the proposals, we will collect them and then proceed to the next phase of the implementation. Thank you for always having a positive response, I do acknowledge the significance of every one of you. We need your [participants] help, our partnership for the success of the ESA implementation is critical,” DRMD Chief Melanie Juan said in her message.

Meanwhile, the timeline was also presented for the participants to be guided of the upcoming activities, which includes the actual payouts for the families with totally-damaged houses.
