The Department of Social Welfare and Development (DSWD) Field Office Caraga held a Virtual Orientation on Republic Act 11313, the Safe Spaces Act or Bawal Bastos Law, on June 27, 2024.
The orientation, spearheded by the Association DSWD Social Workers, Inc. (ADSWI) Caraga, Empowerment and Reaffirmation of Paternal Abilities (ERPATs), Men Opposed to Violence Against Women and Other Sectors Everywhere (MOVE) and the Committee on Decorum and Investigation (CODI) – DSWD) for the Field Office workforce, highlighted RA 11313, which defines gender-based sexual harassment in public spaces, workplaces, educational institutions, and online platforms.
Atty. JM Malelang, DSWD Field Office Caraga Legal Officer III, underscored that while RA 7877 (Anti Sexual Harassment Act) initially protected women in employment and education since 1997, gaps remained. RA 11313, enacted in 2019, broadens protection by penalizing gender-based sexual harassment across all aforementioned areas, including virtual spaces, and extends coverage to LGBTQ+ individuals.
Furthermore, Atty. Malelang emphasized that gender-based sexual harassment includes actions causing mental or emotional distress based on gender, identity, or expression, encompassing behaviors like catcalling and discriminatory remarks. The law strengthens administrative mechanisms against harassment, promoting safer, inclusive communities.
In fostering a safe and inclusive environment, Field Office Caraga remains committed to upholding the principles of RA 11313, ensuring that all individuals, regardless of gender or identity, are protected from harassment and discrimination. Through initiatives like the virtual orientation, the Agency aims to educate and empower the community, especially beginning within its walls, towards a future where every space is truly safe for everyone.
