Members of the Regional Independent Monitoring Committee (IMC) for the Pantawid Pamilyang Pilipino Program (4Ps) convened at VCDU Prince Hotel in Butuan City on September 16, 2024, for their third quarterly meeting. The gathering aimed to discuss key issues and developments related to the 4Ps program, which is a cornerstone of the Philippines’ poverty reduction strategy.

The meeting’s agenda included the amendment of Resolution 2, series of 2024. This amendment seeks to recommend additional Civil Society Organizations (CSOs) that can contribute to the program’s health and education components. The committee also addressed the request to conduct a semestral field visit to further evaluate the program’s implementation on the ground.

Several CSOs participated in the meeting, including the Loving Presence Foundation Inc., Taguibo Pantawid Sustainable Livelihood, and Friendship Goals Society Caraga-Butuan, among others. These organizations play a crucial role in supporting the 4Ps program by providing valuable insights and resources that enhance its effectiveness.

In accordance with Section 16 of Republic Act 11310, also known as the 4Ps Act, the IMC is established at both national and regional levels. This legislation mandates the inclusion of representatives from the private sector and CSOs in the IMC. Their role is to support the Department of Social Welfare and Development’s (DSWD) monitoring efforts and contribute their findings to the Advisory Councils involved in the program’s implementation.

The IMC’s involvement is vital in ensuring that the 4Ps program remains responsive to the needs of its beneficiaries. By including diverse perspectives from various sectors, the committee can provide comprehensive recommendations that address the program’s challenges and opportunities for improvement.

The meeting concluded with a renewed commitment from all participants to continue their collaborative efforts in enhancing the 4Ps program. The proposed amendments and the planned field visits are expected to significantly contribute to the program’s goal of improving the health, education, and overall well-being of its beneficiaries. The IMC’s ongoing dedication to monitoring and evaluation underscores the importance of accountability and transparency in successfully implementing the 4Ps program.
