A committee hearing was recently held in Bunawan, Agusan del Sur, to discuss a proposed ordinance aimed at prioritizing the welfare of households that have exited the Pantawid Pamilyang Pilipino Program (4Ps) in Caraga Region. The ordinance is designed to enhance social services for these families, ensuring they receive ongoing support as they transition to self-sufficiency.
Aligned with Republic Act No. 11310, also known as the 4Ps Act, the proposed ordinance reflects the Department of Social Welfare and Development (DSWD) Field Office Caraga and the Local Government of Bunawan’s commitment to long-term poverty alleviation and institutionalizing assistance for vulnerable sectors beyond their participation in the 4Ps program.
Presided by Sangguniang Bayan (SB) Member Ednard Gil Elorde, the hearing brought together key stakeholders such as SB Lovely Desales, SB Apollo Canoy, and SK Federation President Mary Queen Galicia; each offering valuable insights and expertise.
Ms. Crislea Celeste, Regional Program Coordinator (RPC) of 4Ps Caraga, underscored the critical role of local government units in developing inclusive, responsive policies. Atty. Josep Malelang, Legal Officer of DSWD Caraga, provided legal guidance to ensure the ordinance’s compliance with national laws and accountability standards.
Further contributions from Susan Morala, the Municipal Social Welfare and Development Office (MSWDO) further enriched the discussion, highlighting the importance of tailoring solutions to the specific needs of the local community.
The committee hearing in Bunawan marks a significant step toward strengthening support for families transitioning out of the 4Ps program. By prioritizing the long-term welfare of these households, the proposed ordinance not only aligns with national poverty alleviation goals but also empowers local governments to provide sustainable solutions.
