Julieta G. Torre, affectionately known as “Jeje,” is a shining example of dedication, growth, and the transformative impact one person can make on a community. A resident of Barangay Poblacion, Alegria, Surigao del Norte, and a mother of four, Jeje’s story of transformation began in 2012 when her barangay became a beneficiary of the KALAHI-CIDSS Program. The program, which emphasizes community empowerment, set the stage for Jejeโs evolution from a supportive mother to a respected leader and advocate, demonstrating how individual commitment can drive collective change.
Jejeโs journey was fueled by an unyielding sense of responsibility toward her community, which faced challenges such as inadequate healthcare, limited educational opportunities, and a lack of youth engagement. Despite her limited resources and no formal training, Jeje stepped up to address these issues. She volunteered as a Barangay Health Worker, organized clean-up drives, supported youth programs, and actively participated in the Project Preparation Team for the KALAHI-CIDSS program.
Recognizing the need for personal growth to better serve her community, Jeje attended workshops and training sessions on project management, proposal writing, and community development. These opportunities enhanced her skills, particularly in articulating community needs through well-crafted proposals. Her efforts secured funding from various sources, including government grants and international donors. Beyond acquiring skills for herself, Jeje empowered others by teaching them how to write proposals and engage in community initiatives, amplifying the programโs impact.

In 2020, Jeje encountered an unexpected challenge when an illness left her completely blind. This life-altering event tested her resilience and determination. While many might have been deterred, Jeje chose to continue contributing to her community, refusing to let her disability define her capabilities.
With support from the Barangay Local Government Unit (BLGU) of Barangay Poblacion and her fellow volunteers, Jeje adapted to her new reality. As a Project Preparation Team member for the KALAHI-CIDSS NCDDP-AF program, she remained active in facilitating workshops, engaging with community members, and motivating them to participate in meaningful projects. Despite her visual impairment, Jejeโs empathetic listening, insightful suggestions, and ability to connect deeply with people became her greatest strengths.
โBisan paman dili nako kakita, apan akong kasingkasing puno sa paglaum ug determinasyon, padayon gihapon kung mag-alagad ug mag-hatag og inspirasyon sa komunidad (Even though I can no longer see, my heart is filled with hope and determination to continue to serve and inspire the community),โ Jeje expressed.

Her contributions not only led to significant improvements in her community but also empowered her to become a symbol of hope and leadership. From overcoming the challenges of blindness to becoming a catalyst for change, Jejeโs journey underscores that no obstacle is insurmountable when one is driven by purpose and determination.
