
The inspection team was led by General Services Section Head Mary Chill Momo, Planning Officer II Reishel May Mentolaroc, Regional Operations Center (ROC) Head Fely Jane Leray, Project Development Officer III Cale Pineda, and Executive Director Father Ronnie Licayan of the Por Cristo Foundation, Incorporated—a representative from the Civil Society Organization.
Using a standardized checklist, the team assessed the office’s compliance with key service delivery standards, including the Citizens’ Charter, processing times for Assistance to Individuals in Crisis Situations (AICS), functionality of the Public Assistance and Complaints Desk (PACD), accessibility and client-friendliness of the office, availability of EODB advocacy materials, and more.
A highlight of the inspection was the identification of the Assistance to Individuals in Crisis Situation – Harmonized Electronic Processing System (AICS-HELPS) as a best practice and innovative solution. AICS-HELPS addresses the limitations of the traditional manual system by streamlining the process for clients seeking crisis assistance. The system offers centralized access to the database, eliminates delays, and incorporates an efficient queuing mechanism—ultimately making services faster and more responsive.
