BUTUAN CITY- A Three-day Training of Trainers for the Validation Phase of the Listahanan 3 was conducted by the Department of Social Welfare and Development (DSWD) Field Office Caraga on July 21-23, 2020 at Watergate Hotel, this city.

Adapting the new normal, the training conducted by the National Household Targeting Office (NHTO) through web based learning, via google meet, aims to discuss the procedures in accepting and resolving different types of grievances from the community based on the initial list of poor households generated from the Listahanan 3rd round household assessment conducted last year.

During the opening message, Director Anthony Batocabe congratulated the NHTS-Caraga for completing the Data Collection Phase. He was also thankful for the continued service despite the crisis due to COVID-19.

During the training, NHTO Director Andrew B. Ambubuyog emphasized the importance of the Validation Phase to ensure a reliable and updated result especially that there are changes in the information of households due to the effect of COVID-19. He also highlighted that the completion of Listahanan 3 is crucial as many social protection implementers are relying and waiting for the results as this will serve as their basis for any social protection programs and services they will implement.

Using the Validation Search Application, one of the participants acted as Area Supervisor during the return demo on the 3rd day of training.

For the first 2 days of the training, the program handlers discussed important features of the Validation phase. On the 3rd day, selected participants acted the role as Area Supervisor (AS) who receive and process the grievance, while the NHTO personnel acted as the complainants. Using the Validation Search Application (VSA), the AS record and categorized the grievance. After which, the NHTO gave technical assistance to the trainers.

As part of the training, all participants filled-out the action plan reflecting their commitment to be part of the upcoming training for 146 Area Supervisors, which will commence initially by the 3rd quarter this year. The said training is pre-requisite for all Listahanan field workers before deploying to their respective area of assignment.

The Validation and Finalization Phase provides an opportunity for the community and the local government units to review the initial list of poor households generated after the initial application of the Proxy Means Test (PMT). The PMT is the statistical method that estimates the per capita income of the households using the proxy variables. During this phase, the Listahanan staff will facilitate the identification of wrong entries in the household records, inclusion of households not assessed during the Data Collection Phase and accommodate changes from the households based on merit.

With this activity, the Department can come up with an accurate, credible, and final list of poor households for sharing with other social protection stakeholders.

A total of 494,292 households covering 1,311 barangays were visited and interviewed by the hired Listahanan enumerators using the Household Assessment Form (HAF). All the data collected were encoded to the database and processed through PMT for the identification of the status of the households. Those households belong to poor will be included on the initial list of poor households and will be posted in the conspicuous place at the barangay for the validation and finalization phase.
