The Department of Social Welfare and Development (DSWD) Field Office Caraga through the SHIELD Against Child Labor Program conducted a Roll-Out Training on the Use of the Child Labor Local Registry (CLLR) System on September 5-6, 2024 at the Watergate Hotel, Butuan City.
The Department of Labor and Employment (DOLE) Caraga and chair of the National Council Against Child Labor (NCACL), provided a regional overview of Profiled Child Laborers in Caraga.
A discussion on the CLLR system then followed as it serves as a database to identify and locate child laborers. It is designed to help in managing and monitoring cases, as explained by Ms. Maribel Barcenas, SWO III, the Focal Person on the Children Sector from the DSWD Central Office Project Management Bureau (PMB).
Additionally, the Commission on Human Rights (CHR) Caraga discussed RA 10173, or the Data Privacy Act and Non-Disclosure Agreement which would fortify the implementation of CLLR if adopted in the local government unit (LGU).
Maximizing the activity[\ to further advocacy in child protection, DSWD Field Office Caraga discussed RA 9231 or “An Act Providing for Stronger Deterrence and Special Protection Against Child Abuse, Exploitation, and Discrimination” and RA 1930 or “Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti Sexual Abuse or Exploitation and Discrimination”.
“LGU San Miguel is blessed and thankful to DSWD Caraga for this Roll-Out Training on the Use of CLLR as this takes us to the formulation and to strengthen our advocacy campaigns and identify every means to continuously eliminate Child Labor and be one in the ultimate goal of freeing our children from any worst forms of child labor,” Ms. Sheralie Gaas, RSW of San Miguel Municipal Social Welfare and Development (MSWD) Office, said.
The mission of SHIELD Against Child Labor focuses on strengthening efforts at the local level including the establishment of help desks and a local registry on child labor in which referral mechanisms and convergence of support services are imbedded. In addition, advocacy and capacity building to increase awareness and capacities of the clientele group and the duty-bearers to enable them to provide appropriate and immediate interventions to child laborers and their families.
