The Department of Social Welfare and Development (DSWD) Field Office Caraga has begun laying the groundwork for the Pamilya sa Bagong Pilipinas (PBP) program through a two-day consultation dialogue held on May 14–15, 2025, in Dapa, Surigao del Norte.
The activity, led by DSWD Caraga Regional Director Mari-Flor A. Dollaga and Assistant Regional Director for Operations Jean Paul S. Parajes, brought together key stakeholders from the local government to discuss the program’s vision, implementation strategies, and preparatory requirements.

Representatives from the DSWD’s Social Technology Bureau (STB), Executive Assistant III Alexis Rae L. Masukat and Ms. Diane M. Gianan, presented the program’s conceptual framework, core components, and intended impact. Discussions focused on aligning efforts toward a unified, family-centered approach to social welfare service delivery.
Participants outlined the roles and responsibilities of both the DSWD regional staff and the local government unit (LGU) partners. They also tackled the logistical, technical, and administrative preparations necessary for the program’s rollout. A timeline was set for upcoming activities, including capacity-building sessions and further stakeholder engagement.
A key outcome of the consultation was the identification of potential sites for the establishment of the PBP hub in Dapa. This hub will serve as a convergence point for delivering comprehensive social welfare services to families.
The PBP program employs a whole-of-nation approach to unify various DSWD services and initiatives. Anchored on the Dynamic Social Registry (DSR), the program aims to provide timely, targeted, and inclusive support to Filipino families.
This initial step in Dapa marks the beginning of a broader effort to strengthen family-focused social protection under the Bagong Pilipinas governance agenda.
