In support of the digital transformation of public service, the Department of Social Welfare and Development (DSWD) Field Office Caraga joined the nationwide observance of the Ease of Doing Business (EODB) Month this May 2025. The celebration commenced with an EODB-themed flag ceremony today, May 5, at the DSWD Covered Court, highlighting impactful stories of reform and innovation.
This observance aligns with Presidential Proclamation No. 818, which designates May as EODB Month. The agency has lined up activities that underscore its commitment to delivering more client-centered, efficient, and transparent services to Caraganons.
During the ceremony, Planning Officer III and ARTU Focal Person, Lovelyn Galing, shared powerful testimonies from clients, internal staff, and partner organizations who have experienced the agency’s reformed processes firsthand. These stories highlighted how the Field Office has adopted simplified, standardized, and more responsive systems—leading to higher client satisfaction and improved service delivery.
Meanwhile, Information Technology Officer Allen Hilado presented the advantages of the Assistance to Individuals in Crisis Situation–Harmonized Electronic Processing System (AICS-HELPS), an in-house system developed by the Field Office. AICS-HELPS serves as the main repository for the Crisis Intervention Unit (CIU), storing comprehensive client data for easy access and accurate reporting.
“With the help of AICS-HELPS, we now have a queuing system for calling clients, have eliminated loading delays, and centralized the client database. Staff can now verify whether a client has already availed similar assistance in other provinces. This improvement has made our social workers more efficient and our clients more satisfied with the process.” Hilado shared.
To reinforce the campaign, the Field Office also displayed the EODB Month banner and “Bawal ang Red Tape” posters at the AICS lounge and main entrance. Also, the office will participate in the Nationwide Frontline Service Inspection, and Recognition of High Performing programs/ Division using CSM ratings from 2023-2024.
These initiatives and active participation solidify the continuous efforts of DSWD Filed Office Caraga in ensuring that the clients it serves receives service that values their time and the efforts they exerted in securing the needed requirements to avail of the assistance that the Field Office can provide.
Throughout the month, DSWD Caraga will continue to share testimonies and materials that showcase the significance and impact of the Ease of Doing Business reforms.
