To uphold transparency and accountability in the delivery of stipends to indigent senior citizens, the Department of Social Welfare and Development (DSWD) Field Office Caraga through the Regional Social Pension Unit held a two-day Fiduciary Upskilling for local government units (LGUs) of Surigao del Norte and Dinagat Islands on June 19–20, 2025 at Surigao City.
The training equipped representatives from Local Social Welfare and Development Offices (LSWDOs), Municipal Treasurer’s Offices (MTOs), and Senior Citizen focal persons with vital knowledge on legal, procedural, and audit guidelines in managing funds under the Social Pension for Indigent Senior Citizen’s Program’s Transfer of Funds (TOF) scheme.
DSWD Caraga’s Social Pension Administrative Officer II, Ms. Cheenee B. Dy, highlighted that the activity is critical in ensuring that government resources are properly utilized, liquidated, and accounted for — safeguarding the integrity of the program and protecting the rights of senior citizens to timely and transparent financial support.
Participants also exchanged local experiences and strategies, fostering stronger coordination to address challenges in program implementation.
Field Office Caraga continues prioritizing capacity-building efforts to reinforce public funds’ ethical and efficient management, ensuring that the Social Pension Program truly benefits the region’s most vulnerable elderly.
