Butuan City– the Department of Social Service and Development (DSWD) Caraga recently conducted a three-day orientation to the 40 newly hired Social Welfare Assistants (SWAs) and Child Welfare Assistants (CWA) Assistance of Pantawid Pamilyang Pilipino Program on April 10-12, 2013 at Almont Inland Resort, Butuan City.
The Pantawid Pamilya SWAs/CWAs primary function is to assist the Municipal/City Link Officers in his/her workload. The SWA/CWA plays a vital role in the carrying out the program’s services, that includes distribution and retrieval of Compliance Verification forms gather and submit Grievance and Redress Systems forms. Moreover, it is also their function to assist in the conduct of Social Welfare Indicator to their respective beneficiaries whenever they are recommended to augment.
The three-day orientation aims to explain to the participants the concept, goals and components of Pantawid Pamilyang Pilipino Program, for the participants to differentiate the three program systems in relation to their functions namely the Grievance Redress System (GRS), Beneficiary Update System (BUS) and the Compliance Verification System (CVS); to situate their roles and functions in the implementation of the program; and lastly to clarify issues and concerns relative to program implementation policies and system operations.
DSWD Regional Director Minda B. Brigoli welcomed the participants. In her message, Dir. Brigoli encouraged the new workers to give their best in providing services to the target beneficiaries. Ms. Glezza Ty, Head of the Human Resource and Development Unit discussed the DSWD’s vision, mission, mandates, reform agenda and the strategic map. Ms. Mary Chill Momo, head of the personnel section tackled the organizational structure, Department’s policies and other administrative concerns, while Ms. Luz de Guzman explains to the participants the Convergence strategy.
The participants were also oriented about the Modified Conditional Cash Transfer (MCCT) discussed by Ms. Gelyn Valera, MCCT Focal Person, while the 3 systems of Pantawid Pamilya the CVS, GRS and BUS were discussed by its respective focal persons. While Ms. Leah T. Quintana, Regional Information Officer urged the participants not to be used by politicians especially that 2013 election is fast approaching, she also discussed the Bawal ang Epal Dito Campaign of the Department and the DSWD’s Memorandum circular number 24 series of 2012 issued by Sec. Soliman also known as the Guidelines on the Conduct of Activities on Pantawid Pamilyang Pilipino During 2013 Campaign and National and Local Election Period.
Pantawid Pamilyang Pilipino Program has been implemented in the region since 2008, with the growing number of Pantawid Pamilya beneficiaries, the program’s work force has also increased in order to cater the beneficiaries and successfully implements the program. # # # (Social Marketing Unit)
