Laiza Enriquez, wife of the Manobo Tribal Chieftain in Sitio Lusong, Barangay Puting Bato, Cabadbaran City, Agusan del Norte, carefully places her meta card filled with her learnings and insights during their Community-Based Evaluation (CBE). The said activity, facilitated by the Department of Social Welfare and Development’s (DSWD’s) Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), brought together residents, community volunteers, barangay council and tribal members in the area to evaluate the implementation of the program particularly for the Classroom Construction for Lumads (CCL) modality.

The CBE is one of the many community participatory activities of DSWD Kalahi-CIDSS conducted to systematically analyze and assess project performance outcome in terms of the attainment of the three domains of change: empowerment, good governance, and poverty reduction. Derived from the principle of Community-Driven Development, it includes and involves different stakeholders of the program to express, discuss and process the things learned during the community project implementation.  The information gathered from the activity would then be used as basis for adjustments and improvements of design for the next cycle of project implementation. With this evaluation tool, the program not only helps meet the needs of the community but also ensures that development is inclusive.
