- A residential institution that provides protection, care, treatment and rehabilitation to youth offenders or Children in Conflict with the Law (CICL).
- The RRCY in Caraga Region was a joint effort of the DSWD Field Office XIII represented by then Regional Director, Atty. Dulfie T. Shalim, the Provincial Government of Agusan del Sur, represented by the then Provincial Governor, Honorable Valentina G. Plaza and Congressman Alex Bascug.
- The provincial government donated the 1.7 hectare lot valued at P 1.5 M; Congressman Bascug gave P 350,000.00 from his Lingap Para sa Mahihirap Fund for the construction of one cottage and the DSWD funded the construction of the other two cottages worth P.5 M.
- The center was inaugurated on August 28, 2001 and officially opened in full swing. Since then, the center has accommodated and provided services to the Children in Conflict with the Law who are committed by the court to the center.
PROGRAMS AND SERVICES
Treatment Services
These are comprehensive interventions for the treatment of youth offenders which primarily carried out by an interdisciplinary team composed of social worker, psychologist, houseparent, and in some instance, a psychiatrist.
Group Living Services
These refer to the provision of well-balanced, organized and non-formal activities to the youth which are geared toward achievement of treatment goals for individual youths and the group as a whole. The youth offenders are also given the opportunity to engage in income-generating so that they could earn and save for their future.
Special/Non Formal Education
This is undertaken in coordination with the Department of Education, which provided formal/remedial classes and paid teachers to to youth offenders who were forced to stop schooling because of their deviant behavior and commission of offense. In remedial education, the curriculum is adapted to the age, capacity and interest of the individual youth inside the center. Youth offenders are taught in an informal setting, small in size and uses activity and individualized learning. If needed, the youth attends school outside the center.
Vocational skills training are integrated in this service to provide the youth occupational skills preparation for his reintegration to the community.
Criteria and procedure for Admission
Residential rehabilitation shall be limited to the youth who are committed by the Court for rehabilitation due to the following circumstances:

- they have committed serious offenses that they constitute a threat to the community their life is threatened/at risk if placed in the community
- nobody in the community can provide support for their rehabilitation
- When accepting a youth offender for admission, the responsible admitting staff should make sure that the necessary admission papers are in order. They include:
- Court Order duly signed and dry sealed by the court that has jurisdiction over the case; committing the youth to the center;
- Physical examination/certification issued by the Medical Officer who conducted the examination on the youth immediately after arrest as provided for in Article 190 of P.D.;
- Social Case Study Report prepared by the local DSWD social worker who handled the case during the pre-trial and dispositional hearings;
- Consent of parents for youth?s medical examination or hospitalization while in care at the Rehabilitation Center;
- School records or permission to transfer school.
