BUTUAN CITY – After series of consultation conducted from the National Household Targeting Office (NHTO), the Department of Social Welfare and Development (DSWD)-Caraga is now ready to share the Listahanan 2 Database.
Listahanan 2 Database is the result of the 2nd round household assessment conducted by the National Household Targeting Unit (NHTU) in 2015.
It is high time to share the database since NHTO already finalized and released the Data Sharing Guidelines and enhanced Memorandum of Agreement (MOA) which will be used between the department and partner-stakeholders such as Local Government Units (LGUs), National Government Agencies (NGAs), and National Government Organizations (NGOs) as protocols to access the said database.
As per guidelines, signing of MOA is required for parties who ask for the Sensitive Personal Information (SPI) like ages, address, marital status, and among others. However, for those stakeholders who just want to ask for the statistical figure which will be used for planning purposes, MOA is not required. Only request letter that is signed by the head of office must be submitted.
With this, the department through the NHTU will conduct series of Data Users Forum on the Listahanan 2 Database Utilization for the LGU per cluster which will be attended by the Provincial/Municipal Social Welfare and Development (P/MSWDO) and Provincial/Municipal Planning and Development Officer (P/MPDO). The following are the schedule:
- September 6, 2017-Agusan del Norte
- September 7, 2017-Surigao del Sur
- September 8, 2017- Agusan del Sur
- September 12, 2017- Surigao del Norte (Mainland)
- September 13, 2017- Surigao del Norte (Siargao and PDI)
Highlight of the forum is the discussion of the salient features of the Data Privacy Act (DPA) of 2012 (R.A. 10173), enhanced MOA, Data Sharing Guidelines, and Profile of the Poor in Caraga.
This is part of the preparatory activities prior the sharing of Listahanan Database in order to equip the partner-stakeholders on the basic knowledge, protocols, and obligations of both parties in relation to the sharing and utilization of the said database.
After conducting the said forum, the NHTU team will hold an Inspection Meeting with the partner-stakeholders to examine and ensure that they comply with the requirements as anchored in the provisions in DPA.
Listahanan is an information management system that identifies who and where the poor are in the country. It provides complete basic information on poor households who will become beneficiaries of the different anti-poverty programs and services.
As stipulated in Executive Order No. 867, the order provides for the adoption of NHTS-PR as mechanism for identifying poor households who shall be recipients of social protection programs nationwide. All the National Government Agencies are mandated to use the data generated by the system in prioritizing beneficiaries of the government’s social protection programs and projects.###(ABEGAIL R.
