TANDAG CITY- The Department of Social Welfare and Development (DSWD) through the National Household Targeting Unit (NHTU) will soon be providing the Listahanan 2 database to the Provincial Local Government Unit of Surigao del Sur.

This is the result after Governor Vicente Pimentel, Jr. signed the Memorandum of Agreement (MOA) with the department on January 18, 2018.

Part of the MOA is the processing and transferring of personal data from Listahanan 2 database to the second party (LGU SdS) in accordance with the Data Privacy Act of 2012. Also, the second party shall implement the social protection programs and services utilizing the said database.

Surigao del Sur Governor Vicente Pimentel Jr., (in red) signs the MOA in accessing the Listahanan 2 database with PSWDO Mae Navidad Salar (in white), Regional Field Coordinator Aldie Mae Andoy, and Regional Information Technology Officer Raffy Pocon.

Submission of Data Utilization Feedback Report from the second party was also specified in the MOA. This is essential in strengthening the project and monitoring proper utilization of shared data according to the agreed purpose.

The said PLGU also submitted pertinent documents such as request letter, authorization from the Sangguniang Panlalawigan for the Governor to enter into MOA with DSWD, and executive order designating the Provincial Data Protection Officer (DPO).

Prior the MOA signing, the NHTU conducted series of inspection meetings with the PLGU to check and ensure that they are capable of protecting the data.

With the availability of Listahanan 2 database, it will be easier for the PLGU to identify potential beneficiaries for their social protection programs and services.

The sharing of Listahanan 2 database is in accordance with DPA that protects the fundamental human right of privacy of communication while ensuring free flow of information. ###(ABEGAIL R. ALVAREZ/Social Marketing Unit/DSWD Field Office Caraga)
