BUTUAN CITY- In order to address grievances from the community relative to Listahanan initial list of poor households as a result of the field validation during the 4th quarter of 2019, the Local Government Units (LGUs) are creating a Local Verification Committee (LVC) who shall resolve grievances and appeals received, check the list of households for completeness, and identify/certify households that have not been assessed based on appeals and grievances.
The Department of Social Welfare and Development (DSWD) will be posting the Listahanan 3rd round household assessment initial list of poor households in conspicuous places in the barangays this quarter. After the information will be posted, the agency expects grievances and queries to pile up regarding the assessment’s results, thus the formation of the committees.
The creation of the LVC is in accordance with the Memorandum of Understanding (MOU) between DSWD and the Department of Interior and Local Government (DILG) that mandates the local government to assist DSWD in the implementation of Listahanan starting from the preparatory, data collection, validation and finalization, and the data generation phase.
The preparatory and data collection phase was conducted last year through a house-to-house visitation with Listahanan hired enumerators. A total of 494,292 households were assessed all over the region. The Validation Phase, which is the 3rd phase of the process is where the community is given the chance to check the initial list of poor and non-poor households, and scrutinize if ever they find the results of the assessment questionable. It is during this phase that the result of the assessment is corrected for errors and checked for conciseness.
As stipulated in the MOU, the LVC will be created though a local ordinance (Executive Order – E.O.), and will be composed of the Local Chief Executive or his/her representative, City/Municipal Social Welfare and Development Officer, City/Municipal Planning and Development Officer, and representative from 2 different CSOs present in the LGU. They will work with the Area Supervisor of Listahanan to resolve the grievances as recommended by the Barangay Verification Team (BVT) and submit a report to DSWD.
As of this time, Barobo, Cantilan (Surigao del Sur), Buenavista (Agusan del Norte), and Sta. Monica (Surigao del Norte) have already submitted the E.O. for the creation of the LVC. With this, the Department is encouraging other LGUs to submit the said documents as the region will be conducting an LVC orientation within the month.
With the continuation of the validation phase, the Department assures to strictly abide with the provision of the Omnibus on the minimum health standards and protocols as stated on the approved Listahanan 3 National Action Plan. ### Social Marketing Section
