BUTUAN CITY-To ensure the provision of goods and services were equally distributed to the families and individuals affected by Typhoon Odette and to avoid duplication of cash assistance received, the Department of Social Welfare and Development (DSWD) Field Office Caraga established an information system called Disaster Assistance Family Access Card (DAFAC), which contains the database of affected families and individuals.

DAFAC, is a paper-form data sheet, where beneficiary fill-out basic information such as family members and address. It keeps track the goods and services received by the families which will be used for monitoring by the Department and the Local Government Units (LGUs).

With the recently concluded orientation of Local Social Welfare and Development Offices (LSWDOs) on DAFAC encoding last January 25, 2022, the department will deploy selected staff as Data Management Teams who will supervise and provide technical assistance to the hired LGU encoders, who will handle the collected data from the typhoon-affected families.

The hired LGU encoders will encode all information from the DAFAC forms to the system and maintain the confidentiality of documents and information collected.

With this innovation, it will be easier to monitor if a certain individual or family received grants from either the LGU or DSWD since there is already available database. This will also mitigate the possibility of double-dipping or families receiving double assistance from the government.

Under Local Budget Circular (LBC) No. 141, DBM released funds directly to LGUs to be used as aid to families affected by Typhoon Odette. The guidelines states that affected families will receive a maximum of Php5,000.00 per family for families with 5 or more families. For those who have less than 5 family members, they will be receiving Php1,000.00 per family member.

However, there are LGUs who have insufficient funding. In order to address this concern, the LGU will submit list of affected families who did not receive assistance so they will be prioritized by DSWD under the Assistance to Individual in Crisis Situation (AICS) who will be providing cash assistance amounting to Php5,000.00.

All families who received assistance, both cash or goods from the LGU and DSWD will have their DAFAC forms filled-out and this will be encoded to the database.### Social Marketing Section
