BUTUAN CITY- After two years of completing the Listahanan 3 Household Assessment in Caraga Region, the Department of Social Welfare and Development (DSWD) Field Office Caraga has finally launched the updated list of poor households – the talaan ng pamilyang nangangailangan at the Balanghai Hotel and Convention Center, Butuan City.

The activity was attended by partners and stakeholders from the Provincial Local Government Units (LGU), City/Municipal LGUs, representative from National Government Agencies (NGAs), Non-Government Organizations (NGOs) and from the Academe, who have utilized the Listahanan Database, and those planning to use it for future references.

On her welcome message via Audio-Video Presentation, DSWD Field Office Caraga Regional Director Mari-Flor A. Dollaga emphasizes that the government should accelerate its efforts in addressing the needs of the poor.

“We will be introduced to the details on who and where the poor are in the region. This is the results after completing the cycle of the Listahanan 3 household assessment. With the result, I believe that we need to accelerate our efforts in addressing the needs of the poor by giving more opportunities and providing necessary, appropriate interventions through focused program implementation and service delivery,” Dir. Dollaga said.

The said event was also attended by the staff from the National Household Targeting Office (NHTO) headed by Supervising Administrative Officer Vanity Joy Estremera, who delivered the message of Director Liezl O. Visorde from the Central Office.

“Now that we are enjoying the fruits of our labor through having a very rich database of poor households, we can now easily help the poor as we know who they are and where they are located all over the region. Our database is very comprehensive as we can generate all kinds of data depending on the needs of our partner-stakeholders. It can also help our partners for planning and policy formulation as we have figures and other important information,” Estremera said.

Meanwhile, former Listahanan 2 data users such as the Provincial Government of Agusan del Norte, Local Government Unit of Butuan City, Commission on Population, Philhealth-Caraga, and AMA Computer Learning Center (ACLC) shared their experiences in promoting and utilizing the said database in the implementation of their respective social protection programs and services.

Part of the event is the unveiling of the cover of the profile of the poor. The material contains the socioeconomic information of poor households in the region, based on the 2019-2021 household assessment. It provides information on the poor households in terms of their occupation, educational attainment, access to health facility, sanitation, and other relevant information. This advocacy material will be distributed to its partner-stakeholders by next year.

During the 2nd part of the program, Assistant Regional Director for Operation Jean Paul S. Parajes presented the result of Listahanan 3 in the region. Based on the presentation, a total of 267,096 households were identified as poor. Of this number, Agusan del Sur tops the list of highest magnitude of poor households with 80,636 households, followed by Surigao del Norte with 56,072, Surigao del Sur- with 55,520, Agusan del Norte with 35,253, and Province of Dinagat Islands with 12,742. Butuan City on the other hand, the region’s capital and most highly urbanized city had a total of 26,873 poor households.

Other than that, the total number of poor household individuals based on the results is 1,440,474 or 60.4% of the total number of assessed individuals in the region. On the other hand, the declared household heads among the poor households in the region are mostly males (84.1%) with a median age of 41. And 4 out of 5 of these household heads are employed.

The launching was formally closed by Assistant Regional Director for Administration Atty. Faizal A. Padate through his closing message which highlighted strengthening partnership with other social welfare implementers.

“As we pursue our fight in alleviating the lives of our kababayans, we hope that you will see the importance of obtaining a comprehensive list of poor households. Let us strengthen our partnership so that we may be able to help more people under the category “poor” so that they can improve their lives, especially the caraganons,” Padate said.

The Launching of Listahanan 3 database is part of the project cycle of Listahanan which is the Report Generation and Management Phase. This phase indicates that the final list of poor households is final and readily available for those who want to access the database for the implementation of their programs and services.

With this milestone, the Department will be conducting a Data Users Forum next year targeting the Local Social Welfare and Development Offices, NGAs, NGOs, CSOs, and Academe and other prospective data users. It aims to promote the updated list of poor households through discussing the data sharing guidelines that is in line with the Data Privacy Act of 2012.
