BUTUAN CITY- With the goal to promote the utilization of the Listahanan database and to help social welfare and protection implementers for the formulation of their programs and services, the Department of Social Welfare and Development (DSWD) Field Office Caraga received and responded to a total of 92 data requests from internal and external partners in 2022.

Of the said number, the Department through the National Household Targeting Section (NHTS) was able to respond to 6 statistical requests and list of data subjects from Caraga State University (CSU) that was used for research study; City Health Office (CHO) that was used for the Health Development Plan and Local Investment Plan for Health 2023-2025 for Butuan City;  National Economic and Development Authority (NEDA) for their poverty study; Department of Human Settlements and Urban Development (DHSUD) for their ISF Inventory and identification and prioritization of beneficiaries for assistance; Local Government Unit of Malimono for the seal of good local governance assessment; and Sectoral Unit of DSWD for the research study purposes.

NHTS Head Regional Field Coordinator Adelito T. Mendoza, handed the Data Sharing Requirements to DSWD Kalahi-CIDSS Regional Program Coordinator Bennete Dave Calo.

Other requests were name-matching from Pantawid Pamilyang Pilipino Program (4Ps) for the validation status of selected 4Ps beneficiaries, and the Sustainable Livelihood Program for the implementation of MC 22 series of 2019 for potential Sustainable Livelihood Program (SLP) – Pamana. The name-matching is a process where the department checks whether a household is in the Listahanan database and its corresponding poverty status.

With the recently concluded launching of Listahanan 3 database, December of last year, the Department is encouraging the Local Government Units (LGUs), National Government Agencies (NGAs), and Non-Government Organizations (NGOs) to take advantage and patronize the use of the updated database. With the updated list of poor households available, the Listahanan 2 data will be considered obsolete or outdated, based on the data sharing guidelines.

As stated in the Data sharing guidelines, the requesting party can either request statistical data and name-matching through a request letter addressed to the Regional Director indicating its purpose. However, for those who want to obtain the complete list of names and addresses, forging a Memorandum of Agreement (MOA) is needed between two parties.

Listahanan is an information management system that employs geographic targeting, household assessment, and validation in order to provide national government agencies, development partners, and other social protection actors with information on who and where the poor are in the Philippines. ###(Social Marketing Section/DSWD Field Office Caraga).
