The Department of Social Welfare and Development (DSWD) introduced the new and enhanced Sustainable Livelihood Program (SLP) to give better and fitting livelihood interventions to poor, vulnerable Filipino households in the country and ensure improved living conditions of its program participants and their families at the SM Mall of Asia, Pasay City on May 26, 2023.
To ensure that the program remains responsive to the community’s needs, the SLP is revising Memorandum Circular No. 22, series of 2019 to Memorandum Circular No. 07, series of 2023, which is anchored in the current thrusts and priorities of the Department. Through these revised guidelines, the program aims to provide an expedited implementation process, rationalized cost parameters for SLP modalities and interventions, and new capability-building interventions to support livelihood development and association development and management.
SLP launched its improved brand dubbed “Sibol,” which epitomizes the growth and journey of the program participants towards a better quality of life by building their capacities and providing livelihood opportunities that will thrive and sustain.
Along with launching the enhanced guidelines, DSWD Secretary Rex Gatchalian also led the unveiling of the new program logo. The logo represents the program participants and their ability to prosper through their efforts and hardships.
“Like a plant, we grow with you. We make sure that we plant the seed, we nurture it, we water it, we watch it grow, and we watch it turn into something bigger than what it was. Iyon ang (That’s the) bottom line,” Secretary Gatchalian said.
Aside from launching the new logo and guidelines, the program also organized a bazaar to allow the different field offices to display and showcase their products and services.
A rollout training is scheduled from May 30-June 2, 2023, by the National Program Management Office to equip the Regional Program Management Offices (RPMO) with the revised guidelines of the program. This will be attended by the respective RPMO’s Regional Program Coordinator, Regional Training Officer, and Regional Monitoring and Evaluation Officer.
The SLP remains the Department’s main capacity-building program to build capabilities, bridge opportunities, and boost inclusive growths of poor, vulnerable, and disadvantaged households and communities. (Social Marketing Section/DSWD Field Office Caraga)
