BUTUAN CITY- The Bagong Talaan ng Pamilyang Nangangailangan, also known as the Listahanan database of the Department of Social Welfare and Development (DSWD) Field Office Caraga is now available and ready for the utilization of the agency’s partner-stakeholders.

The Listahanan database is the result of the 3rd round household assessment in Caraga Region conducted by DSWD through the National Household Targeting Section (NHTS) in 2019-2021. The result can be used for development, planning and implementation of social protection programs, and other development projects for the poor and vulnerable sectors.

The NHTS lead by the Regional Field Coordinator Adelito Mendoza discusses the Listahanan 3 Data Sharing Guidelines to the selected staff of LGU San Luis, Agusan del Sur.

In accordance with the Data Privacy Act of 2012, the Department’s fundamental duty is to protect the database against its unlawful usage from the data users. That is why in obtaining the list, the second party must comply first all the necessary requirements as stipulated in the Data Sharing Guidelines of the Department.

For external users such as Local Government Units (LGUs), National Government Agencies (NGAs), Non-Government Organization (NGOs), they need to forge a Memorandum of Agreement (MOA) with DSWD if the request involves Personal Information (PI) and Sensitive Personal Information (SPI).

All requests for Listahanan data shall undergo a systematic process which includes the review of the request, purpose, and kind of data needed. This is to ensure that that the data requested from the partner-stakeholders will indeed be used for social protection programs or activities.

First, the potential users who are considered as the second party must submit a letter of request stating the purpose and the details of the data sets needed. The letter should be addressed to the Regional Director of the DSWD Field Office involved. Also, the end user shall provide the DSWD with information necessary for the sharing of personal data, these includes specific data requirements and the list of names of the staff and respective position/titles of those authorized to access the Listahanan database.

To maintain the integrity and confidentiality of personal data, the requesting party shall establish organizational, physical, and technical security measures for data protection. By doing so, the DSWD through NHTS will conduct inspection meetings and provide technical assistance to ensure that these requirements are complied.

For statistical data request, a letter of request duly signed by the head of agency/ organization is required. Purpose of the use of data must be clearly stated, including the list of data needed and reasonable timeline of use. In this stage, execution of MOA is not necessary as this only involves figures and not the list of poor households.

The NHTS conducted Stakeholders and Local Government Unit (LGU) Orientation on Listahanan 3 in Agusan del Norte, Agusan del Sur, Province of Dinagat Islands, and Surigao del Sur.  Discussed during the activity is the Data sharing guidelines – which will pave the way for the utilization of the updated Listahanan database.

The Department will continue to encourage its partner-stakeholders to access the database as this will prioritize poor households in the implementation of pro-poor programs – making a responsive and responsible government to its institution.

As of writing, the Department has already turned-over the requested datasets to the Local Government Unit of Surigao City and will continue to generate the statistical data requests from other partners. Social Marketing Section/DSWD Field Office Caraga).
