BUTUAN CITY- The Department of Social Welfare and Development (DSWD) Field Office Caraga can now generate various datasets using the updated list of poor households from the Listahanan database.

This is part of the 4th cycle of the Listahanan called The Reports Generation Phase, where the data users receive the requested data sets after the execution of a Data Sharing Agreement (DSA) signed between DSWD and the end users.

NHTS Head Adelito T. Mendoza presents the data sharing requirements to MPDC Head Ludelio Paray of Prosperidad, Agusan del Sur.

Having a rich database, data such as the living condition of the poor households, can be accessed through the data sets. These includes what type of building households, or what kind of constructions materials or roof/walls used in their houses, and tenure status of the housing unit/lot occupied.

Also, datasets for health such as poor households who have/don’t have access to sanitary toilet facility, access to safe water source, and access health facility can be generated, including types of functional difficulty. It can also generate who are currently attending schools and what is the highest educational attainment of members of the households have.

Other than that, through Listahanan, the Department can identify who belongs to Indigenous Peoples Groups, who are Solo Parents, and those who have household member working abroad.

“With Listahanan database, we can generate numerous datasets. We also know the personal information of poor households and where they are located. These details are very important especially to our implementers, because just like DSWD, Listahanan was also our basis. For our partner-stakeholders who want these kinds of data, all they need to do is to specify what kind of datasets they need and how they will use the data. But this will be process after forging the DSA with the department,’’ said Regional Field Coordinator Adelito T. Mendoza.

It can be recalled that the Department conducted the region-wide 3rd round household assessment in 2019-2021. The hired field workers conducted home visits and interviewed eligible respondents using the Household Assessment Forms (HAFs). The HAF, which consist of 50 indicators, have 5 parts, namely, Identification, Socio Economic Information, Household Roster, Declaration and Certification. These parts are very vital as it answers the questions of who and where the poor are.

All data gathered during the assessment were subject to Proxy Means Test (PMT) – a statistical tool that estimates the per capita income of the households/families. After applying the tool, the Department have now the updated list of poor households and ready to share with its partner-stakeholders.

As to date, the National Household Targeting Section (NHTS) staffs are making rounds in every municipality to provide technical assistance to LGUs on the data sharing requirements as compliance with the Data Privacy Act of 2012.###(Social Marketing Section/DSWD Field Office Caraga).
