Norhidaya H.H. Basher, a Social Welfare Officer II at the DSWD Field Office Caraga SWAD Satellite Office in Surigao City, is a dedicated woman in public service. As a Muslim, she takes pride in being part of the Agency – that what she does uplifts the vulnerable and marginalized, that what she does ensures that no one is left behind in the pursuit of social justice.

“Social workers play a significant role in nation-building,” Norhidaya shares. “Through this profession, we create meaningful changes that lead to a more inclusive and equitable society. We empower individuals and families, giving them opportunities to reach their full potential.”

For her, being a woman in this field comes with both challenges and opportunities. She acknowledges the difficulties but also sees them as stepping stones to proving that women are capable of shaping a better future.
